Andy Murgole - What the what?!

So today I took my shaman down to Hillsbrad to do some quests for mog items and as I was feeding murlocs to a spider I suddenly ran into this guy:
It's a guy in a murloc costume. He's friendly but you can't interact with him at all, though when you click him he says the standard male Night Elf greetings. He patrols the murloc area along the western shore of Hillsbrad Foothills.
I was confused because I've never seen him before even though I'm in the area a lot (love the quests there!). So I checked WoWhead and appearently he was added in 6.0.2. Does anyone know anything about him? Was he on the Beta?
