I think it's almost certainly the "Chauffeured Mechano-Hog" and "Chauffeured Mekgineer's Chopper" (depending on whether you're Alliance or Horde). They've appeared in the mount journal on the PTR and also the teaching items have buff-coloured names suggesting heirlooms.

They look just like the regular bikes of the same names. Presumably there are NPCs on them that will serve as the "chauffeur" and the player will sit in the side car, but if so they're not showing up in the journal.

The mounts are very easy to collect on the PTR. If you have some gold on your toon you can buy all the heirlooms you want from a couple of vendors: Estelle Gendry for Horde (in Undercity) and Krom Stoutarm for Alliance (in Ironforge). I'm not sure if they're permanent or just there for testing purposes. If the latter then their locations seem a bit out of the way, so maybe they're permanent

You need 35 heirlooms for the mounts, which arrive in the mail once you reach the achievement. You'll only get your faction one, but the other will show up in the journal for toons of the opposing faction.

The problem is that I can't find anywhere to use the mounts. No matter where I've gone I get the message "You cannot use that here." So maybe they can't be summoned yet. I'm really dying to know if they do have chauffeurs on them and if so what they look like

how exactly does this "chauffeur" work? he drives... and you... go where he decides? or is it still basically a mount - you are basically driving, but visually it LOOKS like he's driving?

You have full control over the mount, just like all others, but your character is sitting in the side car while the npc is in the driver's seat. It's just visuals for fun really.
