Maybe so. The angle's a bit odd, kinda looks like it's part of her hair. I can't help but see dread raven wings when I look at it, but feathery salamander-y gills make more sense.

Looks like she had wings

The hair looks like a flop of seaweed. While it is very Naga-like. seems it could be the betrayed Helheim boss. which by appearances does explain a bit of the Kvaldir...but not sure since they were at war with the Naga in cataclysm!

Guh I was looking at it on a small screen and was looking at something else. I see what you mean now. And they do look like dread raven feathers but it's probably kelp like others have suggested.

That's actually Helya, an evil Vrykul Queen and a boss in Helheim. I can't find the picture now, but there's a clear shot of the dungeon that shows her in it.

Helheim is the dwelling of the cursed and fallen Vrykul, and players will face off against one of their most powerful leaders, fallen Val’kyr Queen Helya. The ship will ferry players to the final area of this dungeon.

She's pretty. o: I like her design

One of Azshara's top lieutenants is a raid boss as well I believe but I can't think of her name for anything.

So it was wings. I was right!
