Which is better to have double stacked? Currently I've got two artifacts buffing pack leader for the kill command damage, but it sure doesn't seem to do much damage

Oh it seems the relic bonuses don't even count in pvp, isn't that nice. Thanks Blizz.

I'd say if you're raiding stick with Pack Leader (or even Jaws of Thunder), but if you're just planning on doing dungeons (especially Mythic dungeons where taking down packs of trash quickly is important), then definitely go with Furious Swipes.
