What is this thing doing here?

Since I now have my wings been flying all over the place exploring a lot of hills and mountains as well as rooftops. Came across this guy on the roof of Heart of Darkness on troll island who or what is it?

That is actually the first boss of the Uldir raid, named Taloc!
If you complete the Nazmir zone story on a horde character, you'll find out how he was a titan construct that was corrupted by the blood trolls and G'huun, so they were powering him up in that big pyramid of theirs. I think if you're not on a horde character he probably just stays standing around in the zone since when you complete the quest chain that area gets phased after he drops through the roof.

Oh ok thank you for answering my question and no I have yet to do much with my Horde alt.
