I keep seeing varying stars under the word scaling on some of the pets, what does this mean?

Npcs scale to the player's level in leveling areas in the past couple of expansions. Sometimes it's a leveling area for one faction, but not another, so if your character is the wrong faction, those npcs will be at their maximum level.

There's a key / explanation under the table. Sorry if it's not quite clear, though. I plan to revisit how scaling is displayed in Shadowlands, because it's currently a bit of a mess. Each of the past couple of expansions has had different quirks to its scaling system, meaning each needs to be explained separately. In Shadowlands it appears there's a slightly different system again, in that things scale a tiny bit (like 1-3 levels) depending on your level, but not over a full 10 levels. Maybe the old stuff will follow this system too, but I'm not yet sure.
