Exile's Reach phase-causing quest

I believe I have discovered the quest which causes Exile's Reach's Abandoned Camp to phase to empty. It is the Lightspawn's Freeing the Light quest. So if you want to tame all the pets in that earlier area, don't do the Lightspawn's quest until after you do so.
Long version:
I just did the Harpy quests first on a new hunter so I could tame more things sooner, and skipped the Lightspawn, planning to use the buff in the Spider cave. I went back to the Camp expecting it phased but it wasn't, so I was able to tame a couple spare pink-beaked albatrosses!
I did the Lightspawn's quest after that and it did indeed phase the earlier area.
This is all before doing the Spider quest chain, so I don't know if that chain would cause the phasing to happen too.
