Cower in LK Classic

If anyone's playing LK Classic, are they able to please tell me if Cower (available to all pet families) is a rankless spell that has the following stats, regardless of pet level?
"Your pet cowers, reducing damage taken by 40% for 6 sec. While cowering, your pet's movement speed is reduced by 50%."
And is the min. level for it 20?
