A) It has to be summoned through a small event
B) Said event is announced zonewide and appears on the map when active
I couldn't tame it since others showed up, so I don't know if it retains its name. From what's been posted here and on Wain's twitter, we have access to white stags without requiring the rare, so if you want the color, it's perfectly obtainable without relying on this rare.
On a separate note, I've been camping the area posted on the last page for over an hour and I've not once seen any footprints. Where does it actually path around? Like, what section of that screenshot?

She flies high, circling Amirdrassil. Don't know the respawn timer, but I think it's more than one hour. Oh, and She is a Spirit Beast.

I'll try to double check when I get home that I have the right spot but I was pretty sure, I think all I did after taming her was basically turn around. I don't think I left the general area right away.
If no one else manages to find her I'll try and grab better shots with better directions later in about~6 hours.

He is the only white deer I have seen, there are some in the database, but he is still unique because of his large antlers, which none of the other NPCs have D:

@Ariom: Well that's a bummer. Make sure to report it as a bug then if you haven't, since tameable rares should be keeping their names.

Unfortunately there's no tameable gold version currently on the PTR assets that have been released so far

They can spawn in all colors, including this purple one
There are also white stags there, with smaller antlers (The stags can also spawn in other colors)
