Tome of Dinomancy

After leveling my new Dracthyr hunter high enough to actually survive the effort, I spent a while farming for the Tome of Dinomancy in Pandaria. After something like 40'ish kills, it finally dropped. I was disappointed, however, when I tried to use it and got 'The spell is not available to you.'

I did some searching to see if there was some level requirement or some such and learned that the same thing happens to Earthen hunters. As far as I know, taming direhorns isn't account-wide, which is why I was farming for the tome. I did try taming one, just on the off chance that I was mistaken, but wasn't able to. Do we know if this is an oversight on Blizzard's part, regarding the two new hunter races? Or is there some requirement for learning it that I'm not remembering? The hunter is level 37 and I've tried in both BM and MM specs.

100% an oversight. There's no hidden requirement to taming Direhorns; get the book and gg. Just hold on to the book and wait patiently for them to fix it... far into the future most likely.

A bug, as said above. There's a lot that fell through the cracks with new race/class combos. Report it, and hopefully Wain can nudge his contact about it.

I noticed back on Wednesday that non-Evoker Dracthyr emotes can now actually be heard. That led me to check the Tome of Dinomancy. It's been fixed and Dracthyr hunters can now use it. I assume Earthen hunters can too.
