Hello,
If I haven't completed every quest in the Storm Peaks area, will this impact my ability to see him spawn, or is it just a matter of not seeing players who are out of phase?

Which NPC was this in reference to?

I think Skoll is the only tameable rare in storm peaks. I don't remember phasing affecting this tame.

Funnily Ive been camping for Skoll for a couple of weeks on my alt and couldn't find it; i guess it's just too popular.
