If i have not completed every quest in the storm peaks area will this affect my ability to see him spawn as oppose to just not seeing players out of phase?

Yes and no.

You will see him just fine if you completed all quests in Storm Peaks, and you will see him fine if you haven't touched the quests in Storm Peaks.

Very few spots where Skoll spawns is phased -- in fact the only one I can think of is in Storm Peaks. As long as you didn't start the quest (like when you've to use the worm to hurt the iron giant) and didn't finish it, the zone won't be completely phased.

Skoll spawns in the unphased parts of Storm Peaks... meaning if you're in the middle of the quest, you won't see'em (your NPC scanner, though, will.)

I just know we had a problem like this not long ago where a friend was going down to tame Skoll, and couldn't see him or me... She had started a quest and was mid-phased and it prevented her tame/seeing the mob at all.

I dont believe (if memory serves) that i did any quests in that area other than the hodir quest chain im now wondering if its worth doing the other quests in that area just for peace of mind.

As skoll is on my to do list come cataclysm and more stables

Oh I'd drop that quest like it's hot to tame Skoll. Was she able to get him, Phyra?

I'm pretty sure the Hodir chain uses phasing extensively.

I believe ive finished that quest line though i see a quest called rare earth which on investigation appears to be a quest line to eventually kill the big statue that is up agains the wall in that area

The giant giant is still there after the questchain is done. The only time it changes anything is during the part where you control a Jormungar.

Sar, that was Lin/Lyn by the way She didn't get THAT tame, but I found her another one in a few days at the 'gear' spawn point.

I think it was Vah' who got the other Skoll (can't recall how to spell his full name, but he's on the Pet-channel on Ysera)

I honestly have no idea how far the phasing spreads. I thought it was limited to the two valleys on either side of the Hodir hub, but it sounds like it might be a larger area...
