I think it more or less has to do with Canadian law or something that prohibits contests like this. .-. I know Canadian players couldn't get a Warbot because it was US only.

Yup, this is the reason. Same reason most Canadian competitions aren't open to Quebecers.

In the case of Quebec it mostly has to do with language laws. The province is officially francophone (not bilingual) so competitions have to be offered in French. (And Adam, I know it's in vogue to express the resentment between the provinces like that, but if that were truly the case, Quebec would have seceded already. There have after all been two referendums on the matter.)
When competitions don't run in specific countries (which we often see in Europe too) it is usually because of the work it'd take to adjust it to local regulations, even if they wouldn't require any adjustment to the competition itself.

So, technically, it's the same reasons as why we Swedes don't get music in our YouTube videos, and can't use the watch-TV-online services?

That's what I say every time there's a competition in the rest of Canada and they won't adjust to run it here...

Happens so often it's the norm.

So did I. It was available to Canadian players in the beginning, before they fixed it. It was a terribly buggy campaign, I know some people that got it just by logging onto the site even when it was supposedly not available to Canadians, and some were able to manipulate the site - dunno how, I never asked since I rushed out and got it as soon as it was announced.

I got the warbot towards the end of the campaign (like, only a few days left), and I'm a Canadian resident. And I also wrote an essay for the Arena Tournament instead of paying the fee. I've usually been able to participate in Blizzard things. It's mainly Quebec that isn't allowed to, and they aren't even allowed to participate in most Canadian contests.
I wish the beta contest was open to us, but oh well. It's probably because Blizzard is a US company of course, no big deal. It's not because they are specifically discriminating against Canadians or anything, since only US residents can participate.

Untrue.
It has nothing to do with language laws.
It has to do with "la Régie des lotteries du Québec" which is the governmental department that deals with lotteries and competitions.
If a contest can demonstrate that it fulfills the requirements for fairness, etc.. as set out by the Régie des Lotteries, then there is no problem. Language has nothing to do with it - other than that the rules do need to at least be available in French.
As for separation, one rather important detail that seems to get left out whenever Canadians from outside Québec talk about it: considerably MORE than half the population of Québec have consistently voted AGAINST separation.
And by the way, without Québec, the rest of Canada would be part of the United States... when they tried to invade Canada, it was the French Canadians and the Aboriginals who fought back and forced the Americans to retreat.

I was unaware that the Quebec lottery laws are particularly more stringent than the rest of the Canadian provinces' regulations. In what way do they differ?

That seems strange... for Canadians to be able to play in the pvp tournaments they are given the option to not pay and to submit an essay instead. Since this contest involves an essay why isn't it good this time around? Is there such a difference between a tournament and a contest?

North Dakota I understand... the guy who play's woW there said he doesn't want to participate. Vermont, Conn., and maryland I'm surprised at.
