Essence of the Underworld (NYI) - become a phoenix mount

MMO Champion discovered 8000 items added to the game in the latest patch, one of the interesting ones being the following link:
Essence of the Underworld
Unique
Mount
Requires Level 85
Item Level 85
Requires Riding (300)
Learning
Use: Teaches you how to transform into the Twilight Phoenix, allowing you to fly and carry an ally with you. This is a very fast mount.
Turning into a mount someone can ride? o_O That sort of thing makes me think of what many druids have been asking for, but by referring to the Underworld it makes me wonder if anyone can obtain this as a rare drop, if it is class specific or if something special is required. Value: Ashes of Al'ar
By value does that mean you would need the ashes or that it just gives similar properties? I recall reading that the Ashes of Al'ar mount is the fastest mount in the game.
