The starting zone for Worgan Fox Pet is trainable

Fox 7-8 Gilneas Wanders around Duskhaven, especially by the farms to the south. Phases out when Duskhaven sinks. is marked not trainable but it is
it will vanish when you zone or logout and you will be back to your starting Mastiff but when you get #2 pet at 18 it will be waiting for you leverled to 15 of course
sure is a good looking fox

Yes but it will vanish when you leave the area and you will be back using the mastiff but if you do not train any nw pets till you get call pet 2 at level 18 you will find your fox waiting for you there
sadly the bug where foxes will chase critters and pull agro when on defensive is still there as of this release but the little dance he does on his back paws when you use his bonus "play" skill sure is cute as is his tailspin attack with its dust cloud

Having call pet #2 is a requirement for this? Or do you just mean that the hunter will have the room to tame a second active pet at that time?

Not required. With a little stop to the stables you can move your first and second pet around. The OP just meant that when your pet disappears and you go to call it back.. if you aren't high enough level to call your second pet.. you can only call your first pet.
Edit.
I had to do this on the PTR. I had my raptor and had tamed a boar but i'd always call back the raptor.. i went to the stables and put the raptor into the inactive pets.. moved the boar up then moved the raptor to my second pet slot.

I've always had the belief that the information displayed in "Beast Lore" and the attributes applied to any particular beast were not the same thing. It's just very time consuming to test taming every creature (beast or not!) in the game to see if it tames
