Wind serpents get a debuff that makes the enemy take more magic damage don't they?

Will this apply to thing's like explosive shot doing fire damage? D: ie increasing it's damage?

Yes, the debuff from wind serpents (and dragonhawks) increases the damage of all shots / abilities that do magical damage (like Arcane Shot, Serpent Sting, Black Arrow, Chimera Shot, Explosive Shot, Immolation Trap, Explosive Trap ...)
