I ran over to Winterspring to tame Shy-Rotam and Sian-Rotam. I dpsed her down past 50%, she called for her mate but he never showed up. Is this just a bug or has he been taken out of the game?

On a side note, when I finally left completely frustrated, Rak'shiri was just hanging around there randomly and I tamed her as I was leaving

Nah. He's picky. It takes a few tries sometimes.

Does "a few tries" mean, like, 30?

Yes I've had the same issues on beta prior to 4.0.3a going live.
Hopefully it will be fixed, but I've also not managed to get then white lion to spawn.

Fortunately it was a horde character, so I went and got Echeyakee instead.
