2 seater touring rocket

Hey i had a question and i couldnt find it on Worldofwarcraft.com, is the mount that you get now from recruit a friend a BoA or do you just get one on every toon or 1 on every server? if anyone could answer this i would be happy thank you very much

You get it on one character, and only that character. It's not something mailed around.

Yes. You only get it on one character.

I checked its one rocket for one character. Unlike sparkle pony that every char gets

If it functions in the same way as the old RAF Zhevera mount - which I have to assume that it would - then you'd only get one, and you would need to log into your Battle.net/Account Management page and select which character you want blizzard to mail it to in-game.
After it gets mailed to the character of your choice, then the option to "redeem" that reward and send it to a character would be greyed out.
(I could be wrong though!) X3

You can have it on any toon that does not have it already. If you managed to get 4 friends to sign up then you can get 4 rocket mounts to send to 4 different toons. It doesn't matter what faction or server.
