I'm having difficulties

I've got this image and I can't figure out how to make it... work. I went to randomsig.net, but the image is too big, and I don't have a program to resize it. What do I do?

Here you go. What I did was cut out a bit of the white edges, and shrink it from roughly 250 to 225. It should work now.
