You mean the diseased looking one that travels together with a Skeletal Beastmaster? If so, I seem to recall that showing up as tamable when I Beast Lore'd it.

Spectral worg?
will take a look into it.
Would be pretty awesome, and if it is tamable... blizz will hotfix it.. of course
Edit: both the hellscream worg and spectral worg disappear when engaged, not possible to tame.
the putrid wolf is tamable

Screenshots? What raptor can be tamed? I don't know of any tameable ridden raptor beyond the Drakkari ones, but they aren't a riding-raptor model.
Can you specify which part of the island, and is it the Island or Peninsula? The orc riding the spectral worg just outside the encampment on the Peninsula (Horde encampment) doesn't spawn a wolf when he dismounts to attack you, I know that at least.

I'm pretty sure you can't tame that. You can always use beat lore when your not sure.

I'm guessing the raptor you are referring to is the Zul'drak trolls who dismount their raptors and make the raptors tameable because having lived on Tol Barad to get my drake since launch, I can tell you there is not a single raptor upon that island. However, those are a good example of what happens when really one visual mob is actually 2 different NPC IDs. That is to say, when you engage the Drakuru Raptor, the raptor and the rider are really 2 different mobs, which is why you're theoretically able to tame the mount.
The spectral Outriders you see do not follow this same scenario. The "wolf" mount never becomes an individual tameable beast during an encounter with the ghostly npc, so it is not possible to tame it.
