I couldn't find Glyph of Fetch either. Tried to get one for my panda, and neither the scribes seem to be able to create it (unless it means they need to do this daily research for some time until they get it), nor Flaskataur has the new glyphs. So AFAIK, they're unobtainable at the moment.

They should be careful with nerfing talents to the point they're useless.
