It wouldn't make much sense for it to be anywhere else. The Nightborne (of which Elisande has been apart of) has been underneath an arcane shield for the past 10k years. Further, the Nightborne and Elisande did not still utilizing Fel until the shield was lowered (which took place a few months ago)...
