I copied a level 20 Nightborne Hunter to the beta, and tried to tame a chimera in Azshara. I was unable to.

So for whatever reason, they did indeed increase the level requirement to 65.

I was also unable to summon the Chimera I tamed on live in my pet slot, said I couldn't control Exotic Beasts ...
