Is there a guide somewhere that talks about how pet focus regen rates are determined -- what stats affect them, etc.? Does pet focus regen scale off a hunter stat? Is it fixed?

ETA: Yep. Level 20 was it.

The tooltip says it should be available at level 8, but my new little hunter is at 17 and it's still not showing up on her cat. Anyone else know when/if it shows up?

I have a max level (120) hunter and his cat pet has the ability as it should.
