Also not all Legendaries are Uber...Regigigas bein an example. Registeel is also non-Uber (he's UU but he has potential to be stronger then that), Celebi is OU (Standard) due to her typing being weak to half the pokemon types in the games, Heatran is pretty much bordering standard and Uber (he's in the top 5 Standard pokemon list...fighting over #2 with Gyarados and Salamence....this is due to Heatran's stats and his typing of Fire/Steel and his move pool....even his 4x weakness to ground isn't a problem), Cresselia is standard tier (its stats focus majorly on defending but it lacks a reliable recovery move....it has Moonlight but it is crippled by Sandstorms, which are common, and Rest which has the "2 turns of sleep" effect....its offensive stats are pretty low too...Thunder wave and Calm Mind can help it tho), Land form Shaymin is weaker then celebi. Thats all of em that I no of.
There are some non-legendaries that are considered Ubers (Wobbuffett, due to Ability and stats, Shedinja, while actually a UU, is at its best in Uber battles as Stealth Rock/Spikes/Toxic Spikes are rare and Sandstorms/Hail usually get removed by Groudon/Kyogre).
As for your Shedinja problem....try giving him a Focus Sash...it lets him survive an attack with one hp (only once....it still works on Shedinja despite him always having 1 hp) To you ghost lovers out there....this guy is a ghost too. His ability Wonder Guard is unique to this lil bug. It can NOT be skill swapped but it CAN be Traced. I stated what shedinja can be hit by before but I forgot to mention Weather damage.

Magnakilro, where can you find a list of the pokemons "ranking"?
Forgot about focus sash, might have to aquire one and give that a shot. Although, given how many things it's weak against, I am not sure if its actaully a smart move to use one...let alone decide on a stratagy to use with it.
Senna, yeah, ghosts are pretty cool looking, Mismagus is downright purdy!
Ghost type due require a bit more in the way of stratagy, just with the moves that are available to them, as well as thier abilities.
One of my favourite pokemon to use in B.rev is actually Rayquaza, he just looks so darn cool, especially the shiny version of him! I am actually surprised that most of the Dragon pokemon in the game have a "western" type shape to them rather then the "Asian" type. (ie, stocky bodies, wings, stubby legs, as opposed to the serpantine shape)

http://serebii.net/potw-dp/ this link takes you to a list of pokemon....click thier pictures to get Competetive battling strategies. Most of them have thier tier listed.
OU means Overused, aka Standard Tier. These are the pokemon like Skarmory, Gyarados, Blissey, Scizor, Yanmega, etc. As the tier name suggests....u'll be seeing these guys a lot.
UU mean Underused, pokemon that are too weak to be standard or thier ability prevents it (Slaking).
NU means Never used. While misleading (some ppl actually use em) these pokemon are not reccommended for competitive battling (Unown is an example)
BL means Borderline. Borderline tier has pokemon too weak for OU or thier ability sucks, but too strong for UU (Regigigas, Magmortar)
Uber means Uber Tier. This tier is for Pokemon that are too powerful to be standard....most of these are legendaries (the Hoenn Weather Trio: Groudon, Kyogre, Rayquaza, Mewtwo, Mew, the Sinnoh Dragon Trio: Palkia, Dialga, Giratina, etc) as stated in a previous post, not all Ubers are legendary (like Wobbuffet) and not all legendaries are ubers (Shaymin, Moltres, Regigigas, Registeel)
Now some Pokemon (like Shedinja) do far better in a different tier then the one they're in. (From what Serebii.net says, Shedinja's amazing in Uber tier....being immune to whole move sets at times.)

btw you may see this term too: NFE: this means Not Fully Evolved. These Pokemon are not at thier final form yet. Pikachu is an example.

Anyways, after that I chose a spot to walk back and forth between, since every time you move from one area to another Entei/Raikou move around the map. My location was going between Mahogany town and the Route that was just west of it. Eventually one of the dogs would appear beside me and then I'd try capturing it. I used Mean Look from my Gastly and then just threw pokeballs at them until they ran away. If they fled I'd restart the game, that way I wasn't wasting pokeballs. Eventually I just got lucky.

also got my lugia in a masterball. i know i was lazy to use ultra balls xD
got doggies to red life so each time i see them i just throw a ball almost had raiku !!!
i just cant find any firestones to evolve my vulpix which is lvl 41 by now xD still some to go for extrasensory and fire blast

Edit: here's a strat for you ppl hunting the Legendary Beasts (except Suicune since HG SS follow the Suicune Storyline from Crystal with some differences) Catch a Smeargle in Ruins of Alph grass patch (if they're still there). Lvl it and give it carbos's till it outspeeds Raikou (the faster of the 2 beasts). Make sure it knows 2 Sketches. Let it Sketch Baton Pass (the Evee you get from Bill can learn it) and either Mean Look (Gastly/Haunter/Gengar or Zubat/Golbat/Crobat) or Spider Web (Spinarak/Ariados).....optionally u can try to get 2 more Sketches....one for a sleep inducing move (Sing,Spore,Hypnosis,Grasswhistle,etc) and another for False Swipe (Scyther learns this at lvl 16...earlier then any other 'mon)....allowing your cute lil adaptable dog thing to be one helluva trapper/capture aid. The only thing that may screw you up is if the Beasts use Roar which prematurely ends battle if its a wild Pokemon.

I know Senna, the length that some people go to just to win, I prefer to use pokemon I like!
but even if some people are using ev trained, ubers/OU's, you can still beat them with a good stratagy/moveset/type-matchup.
my wi-fi main-team are: Torterra, flygon, feraligatr, skarmory, ampheros, and houndoom. and each of them knows atleast 3 diiferent TYPES of attacks to make them more adaptable to situations. and none are ev trained.
Sphax, doesnt the dept. store in kento sell stones? squeeee!!!!!!! cyndaquil!!!! I love that fire starter and its evolutions!
Magnakilro, where is that guy located? (or where WAS he located?) I need a leafstone in my jap.SS game! Started with totodile for my NA.SS game
chikarita...hmmm, cant say I've been fond of most of the grass starters...Treeko and turtwig are about the only ones who's final forms I actually really like.
