I would honestly count it as griefing personally. :/ I just worry that yes, there are hunters with tons of gold who can keep this sort of thing going. Both buyer and seller would be at fault. Your best bet is to report both parties but the seller especially.
I suspect the main reason people would kill the rare is to keep someone from going 'Ooo, I can do this with no consequence!'. A ban from a GM or a warning might do the same though.
