It's for all three specs. I'm guessing that your Exotics will still be called if you're MM or SV.

My guess about the cooldown is so that we can't use Stampede, then Readyness, and Stampede once more, since it's tooltip says that all hunter cooldowns 6 mins or lower are reset.

As for Stampede's duration time, I agree that it is too short for the time it takes the pets to run up to the target. In a raid setting we should be around 40 yards range (baring fight mechanics for certain bosses of course), so that's a long way for them to run. They should either make it last 20 seconds or make the pets spawn at our currect pet's location, but the second option would lose the visual impact of the pets stampeding their way to our target.

I don't have confirmation, but I was fairly certain it was one of the 87 talent choices, which are all open for all three specs.

Makes sense that BM pets could still make an appearance in stampede for non-BM hunters. It's just the look of the pets that's being used, not their abilities or anything. Would need a hunter with dual spec at 87 to test to confirm, but yeah, in theory, it should be okay.
