I believe connection is tied to Wi-fi signal, which would be reliant on your own local source, so unless you live in Japan, whats happening there wouldnt affect your wi-fi signal.
Though if you both have wi-fi, I am not sure what could be causeing the issue. Are you going through the correct person at the pokecenter?

Makoes: Yes, we were. Both of us were on the wifi connection, but when we tried to trade, it would stall for about a minute before terminating the connection.
It could just be that my internet has been extremely tempermental of late. Not long after this attempt, my internet died completely. It's only just re-connected.

Uh, to update finally update myself, I'm up to the 7th gym, the ice one. My team is still pretty mercurial, and I find myself swapping them in and out often, which slows me down a bit as I try to keep them all leveled. (Huzzah for Audinos and their insane exp. Add in a Lucky Egg, and leveling has become a hell of a lot faster.) My current team is looking like this:

Ezala the Serperior, level 45 (Ehhh, I've been thinking of switching her out to tell the truth. She just isn't clicking with me, despite how much I want her to. :[ )
Logger the Carrasosta, level 45 (This guy is awesome on toast, so glad I picked him up. )
Thex the Scolipede, level 42 (Still love the squishipede)
Umber the Excadrill, level 45 (I stand by my mole love)
Remora the Eelektross, level 44 (He's pretty cool, but I'm tempted to switch him out.)
Lyre the Unfezant, level 39 (Thinking of swapping her for a Rufflet/Braviary when I get the chance, but I'm not too sure yet)

Update:

Managed to catch a few more pokemon: Dratini, Dragonair (lvl 65!), Pupitar, Riolu, Graveler, Lickitung, Shuckle, Mawile, Sableye, Slowpoke, Paras (Route 11 swarm...White only...Black gets Shroomish), Tyrogue (Route 10 swarm) and Mankey (Route 15 swarm).

I have cleared the little side mission in the Abyssal Ruins. So much money XD

I'm back to resetting for shiny Volcarona.

I am officially stupid. Why? I just can't friggen settle on a final Pokemon for my Pokemon Black team. I've literally been driving myself CRAZY trying to figure out a Pokemon to use for this team.. I've tried out some (Like Altaria and Mebukijika) but they just don't work.. I am seriously at my wits end on this. I have no freakin' clue why it's so hard to find another team member.. But.. AGH.

So.. Yeah... Yay for stupid little updates that aren't really interesting to anyone but me. Blargh. *Continues to hit head against wall*

Quick question: I have the event pokemon on S.S. (The Beasts.) but I was told you can't get them into B+W and Zoruarak (Spelling?) until you take out the Elite 4?
