Yes, I'm not sure why Blizzard makes so many cat skins. Without the spawn timer window it makes the idea much more feasible. You could randomly stumble upon it on a zone, or if you really wanted it yourself you could just keep trekking around since you knew it was up somewhere no matter what time it was.
