Ohhh ok. That area was a bit of a jumble. So many different mobs running all over the place. Thanks so much for sorting it out. One version of the mob is ridden by the yaungol and will despawn as soon as their rider is attacked.
The other is running away from yaungol trying to chase it. This one can be targetted, attacked, and tamed.
The two, judging by wowhead, seem to share the same ID (59339). The one being ridden can not be targetted in any situation, but can be seen with track beast.
I think you got confused as there are also Escaped Yak NPCs there, which are other than name and ID (59319) identical to the Terrified Yaks. Escaped Yaks indeed can not be attacked and thus not tamed, but can be targetted.
