Spawn Timer Question (possibly dumb one)

Do rares on a timer spawn on the hour/half hour, or can it be any darn combo available? What I mean is, would Ankha, tamed on an hour, appear 6-17 hours later ON said hour, or could the timer go "Hey, it's 6 hour and 18 minutes... let's spawn NOW and really tick off that stupid blood elf hunter who really needed a bio break and whose bathroom is oh, all on the other side of the house and it takes her a bit to maneuver her wheelchair and her partner could never figure how to tame if I spawned NOW"?

Just asking before I lose my mind here...

It's random, I've yet to see it spawn on any particular minute or part of an hour despite what people say. That said, if I was on your realm I'd be happy to help out but my Draenei's arms are a bit short it seems. >_> I've found the earliest the kitties can spawn are 6 hours and I tend to see 7-12 the most.
