I got him after about an hour. I found his tracks, but unfortunately most of his pathway seems to be phased when you first arrive in Pandaria. I gave up trying to keep track of where he went and just settled into my tried and true method of catching him from beta - sit in the middle of the corridor south of The Arboretum and flare the spot until he wanders back. I sat there for about 45 minutes until he appeared. The rest went smoothly. I was expecting him, so when he showed up in my flare I just nonchalantly said hello and tamed. No competition though, I don't think many (if any?) other people were after him. I didn't see another soul.
Thanks to Cae for helping me look for him and congrats to her for nabbing the server first Savage as well.
Now its just to find a matching set for her
