If you switch from Ferocity to Tenacity on a pet, yeah their health will be lower cause Tenacity pets have a health buff.

I believe this was fixed some time ago, but there is a tale attached to it.

Sit around a listen to old Uncle Spiritbinder for a while, as I regale you in ways it used to be...

Back in the days of vanilla we could just mount up on our ground mounts and our trusty pets would canter alongside us over the hills of green and into battle. Back then ours pets needed experience to level up, had to be taught skills, but would always be by our side (unless set to aggressive of course ;) ) The only time our pet would leave us is if we ran to far away from it while it was busy and would despawn or we would dismiss it (which used to make it not very happy, in fact it literally made it sad)

Then along came BC and the glorious introduction of flying mounts. Our new mounts took us to the sky, but bless our dutiful pets, they would still obediently chase after us if in range. This meant that you could fly along and if you were close enough to the land below, our pet would run along underneath us, at times pulling 1/2 of a zone.
Some did not like this (in fact I’m sure our pets /sighed every time we jumped on a flyer) so blizzard implemented a new mechanic, that whenever we hopped on a mount, whether it be ground or flying, our pets would despawn. I still remember that fateful patch, I mourned the loss of my pet by my side as I rode into battle, I felt very alone for the 1st time as a hunter.

Everything seemed to be solved, no more pets pulling mobs and even warlocks rejoiced! Warlocks demon pets back then had to have a stone in order to summon them, an item that was consumable and needed to be farmed. Every time they mounted up, if they dismissed their demons, they would have to use another stone to get it back. It was infuriating for them if they did not want to have demons running riot under them as they flew around. Now with this new despawning when you mounted, they could save these precious stones for other macabre means and all seemed Zen.... Until.

Auto levelling pets!!! How awesome! I never have to level my pet again.... the game will do it for me! However, this meant that every time we called/summoned out pets, they would arrive, as that of a fresh level 1 pet, level 1 health, level 1 armour, etc. This was until the game had time to calculate what level you were, what health/armour/stats you had that the pet then inherited from you, and then passed it onto your pet. This normally all happened within the blink of an eye, but sometimes however if the client was little slower it could take a second or two.

It was in this second or two, that the problems started happening. This was enough time that if you dismounted off your mount, your pet would spawn, with no inherited stats from the hunter, tear off into battle to protect you and if it got hit within that window… it was likely 1 shot. This caused many problems, normally for those of use hunters who liked to play hard and fast, diving off flying mounts and into battle or calling pets on the fly. We could work around it by waiting for our pet to spawn at stats to reset, but it was a problem that plagued us until MOP.

They fixed it, they finally fixed it!... but at a cost. In order to stop our pets from having this small window of adjusting stats, they had to keep their full stats and information while dismissed. All the vial information had to be remembered so when they next roared into battle they were just as strong as they were the last time they were summoned... and also just as weak.

THIS is where your experiencing your pet coming back out with low health again. They are only coming out with low health, because they were dismissed at low health. All and any pet will now remember all stats they had prior to dismissing, including health percentage and buffs/debuffs, etc. As much at the old "Just dismiss your pet and summon again for free pet healing " days are over, it's a fair trade off to avoid those old nasty one shotting bugs.

And that my young hunters, is the reason pets can now be summoned with low health.
