The unicorn-ish things are on their list of potential future tames, I think. But they only want to release a few of those at a time.
So it's not just a matter of whether things make sense as tameable, they also have to find the right time to do so, and they want to keep things for later.
Honestly I think this expansion would have been the best time for the horned steeds, since the new model just landed, but they'd already decided they have enough new stuff.
