The Blue Gorm with Modified Head won’t spawn for taming. They only spawn close to the Decayed Husk treasure in Ardenweald. Wowhead marks five spawn spots, but I can’t find any of them. No minimap icon appears, even on a character that has never visited Shadowlands before. Is this treasure broken, or is there some prerequisite I’m missing?
