((Did a search beforehand, found nothing))

I know I read everything I needed to before I joined the forums... but the title above still confuses me.

Yes, I do have another account on here (Tratzul), but I do not have access to the email account it is linked to (it got deleted, due to someone stole it from me [hacked x.x]) {If this is the reason why, I'm not sure.}

Or is this something new that was put into place, like based on post count?

Yeah, according to Mania, a bunch of spammers are coming and putting bad links in their siggies. So you just need five posts before you can put up a siggy.
