I can confirm this phasing issue. I hit 90, found Hexapos and hearthed to Vale to find portent. I found his tracks and sure enough it phased as it entered Emperor's Approach. I even noticed herbs and other things phasing that I could see from 10 feet away but that would fade out as I entered the App...
