Hmm... can you temporarily declare war on his master's faction? That's how people got Olm anyways...

On beta, the green cat is just walking around south of the river leading to the old horde camp, past the oozed hordies. Maybe it isnt existing yet on PTR because of the zone changes?

That maybe it, I can only get him as a guardian right now, he stays that way even when I abandon the quest and the faction is UC so no I can't go to war with them

Yeah I'd bet it's because of the zone change then, I actually remember that old quest chain lol. The "New Felwood" is the future version, and if I remember right, the Green Cat sort of disappears after that chain, so it probably ends up escaping to the wild, which is why it wont need to be spawned in the Cata version.

Thats beta, the quest is different in live/PTR, see how it says "Kitten's Eartag" on the link Darknez gave, the quest in live/PTR is to bring back the cat. Hence my issue with him being my guardian and not agroing me

Start your own faction!

You can't tame that cat on live/the PTR. You can only do it after the kitten is wild, after the Cataclysm.

So.. would it be right to assume maybe after the cataclysmic event .. ie. 4.0.3.. it will become available?

It's whenever the zone/quest changes go in, whether it's that patch or a different numbered one.

Yup, as someone else said, Winna's Kitten is just standing around on Beta. I was in Felwood doing some Archaeology and didn't even know it existed. I was running along surveying and she (he?) was just standing there. "Surely it's not tamable." I thought to myself, but still did Beast Lore on it, when it said tamable I was amazed. I didn't know at the time if it was a rare not labeled properly yet, or some glitch or what, so I dropped one of my other 5 pets, the monkey I think, and grabbed it immediately. Well, it re-spawned not even a minute later, so it's pretty much always there, not hard to get at all. It's pretty easy to find, but I'm making a video of taming it anyway to put on YouTube soon, so I'll link it when it's up.

There's nothing special about the tame and the pet is just a normal cat, but still be prepared to answer a ton of questions about it anytime you bring it out in a main city or a raid!
