Yes, bringing a tenacity pet to a dungeon isn't the smartest idea, unless it's just temporary, like if Call Stabled Pet is on cooldown, or if you *need* the aoe, like with the iron dwarf swarm event in the Halls of Stone (Daggoth and Scorponok rock that event!). However, not everyone likes wolves. This whole "wolf or nothing" attitude in raids is frankly really annoying. The assumption that I make is that if a Hunter isn't bringing a wolf, they're bringing their favourite pet, one that they've played with for quite a while and know how to use effectively in instances. I'd rather see a hunter who knows what he/she is doing with a vulture, for example, over some noob with a wolf anyday!
And thank goodness Cataclysm is going to empower us with more options. Even if we bring tenacity pets, we're almost always still bringing some sort of buff/debuff to the table. So almost every pet is justified in some manner regardless.
