New Pet Raptor, Old Skin (Butcher)
I'm not certain if he can be made aggressive, but the pet of the ogre Gromm'ko, Butcher, is a tameable raptor. He uses the same skin as Takk The Leaper (the grey raptor skin) and is presently, at level 80, the highest level mob using that skin. ... not that levels matter as much any more!

There is a quest, where you have a core hound kill him, but I don't think he ever turns hostile. His owner does, though.

Had a thought here. Logged my Death Knight (who has not done the quests) to go and take a look around that area.
If you have not done the quests up to that point (not spoiling; that's all I'll say about it), then the area is phased; he simply doesn't exist there. During the quest line, he is neutral, as people mentioned above. After you have done the quest line, the rest of the mobs in the area become hostile... but he (and his Master) are gone. I don't think there's an 'in between' here, unfortunately.
