Well, in order to get nice, clean looking models, I use a handy tutorial from MMO-Champ:

I just use the section of the above tutorial about WMV and Photoshop, everything else I do on my own. I have hundreds of different fonts installed on my computer and quite a few different Photoshop brushes as well. XD
Anyway, to do your sig, it took me forever to figure out how to get flames like what you wanted. What I ended up doing was saving your screenshot to my computer and loading it in Photoshop. I turned it from a background into a usable layer and used the lasso tool to chop up different pieces of fire and load them in a separate image. The challenging part was getting them to piece together and blend to look as much like one cohesive flame as possible. I started off merging each flame piece one layer at a time and using the blur and spot healing tools so there aren't visible lines. When I did that for each flame, I merged the entire thing together and saved it as an image that I then loaded into your signature image file in Photoshop.
I placed and resized the models until they fit into the image and looked proportionate, and then I copied the text you wanted over and picked a font I thought looked suiting. ^_^
