Thats quoted from MMOCHAMPION on 12-14. I was curious because in another month or so I'll have one of these that I'll be able to redeem. Would it give me a free pass up to 310% right away? Or would I need to buy the 280% flying first?

Or am I just completely reading this wrong?

~Reasons I ask are that if I can just simply give this to my new Goblin Mage and it will give him super fast flying, it might be better used than simply giving to my hunter.

The only known method to get free 310% flight is to get the "What a Long, Strange Trip It's Been" ach

Yeah, you can't cheat it. The bug had something to do with the continent, where it would not grant the correct speed for those who've learned Master Riding. If you don't have the skill (either obtained a mount before, the patch or the What a Long, Strange Trip It's Been, or paid for it) your mount will fly 150%-280%
