Grief him back. Best way to do it is to ignore him/her. Without attention, they will disappear. Or, find someone who does have Arcturis, ask em to come out to Grizzly Hills, set off the dude's rarespawn finder, and hope he leaves.

Pretend you're afk. Set the option to stay as afk even tough you write and such. Stay in guildchat, talking away. After about fifteen minutes of standing still, and then a large afk tag, he'll think you're not there and leave after a short while.

How is he griefing? Some griefers can be reported as a harassment to GameMasters (no different than killing NPC quest givers over a long period of time) -- or if it is a guilded person, given a certain griefing situation, complaints can be taken up with Guilds.
I actually had a situation where unsportsmanlike conduct had shown its head when I was attempting to get Skoll. Another hunter felt the need to kill Skoll right as I was taming him. This resulted in a firestorm for the guild - and this member actually was kicked from said guild as they do not tolerate conduct like that. Many guilds offer the opinion that how you act with that guild tag above your head, represents not just yourself, but the guild in a whole.
More information on your current situation would be appreciated in evaluating what best to be done.

Well it happened as another hunter claiming he'd been there for days when I hadnt witnessed him there, he informed me if the spawn spawned and I tagged it first he would kill it, I told him do it and enjoy your reportment for harassment. On on a side note! GOT ARCTURIS TODAY!!!

Well glad you got Arcturis, and yeah that's pretty much all you can do to a Griefer, report them, or report them to said guild- or blacklist them in trade. Aye it does not and I logged in to get an apology from said hunter saying he was ashamed of his behavior. Needless to say while I shouldnt I had a self satisfied smirk on my face. I got my pet and got an apology!

People who are not griefers are those more patient than others. Even if I were to find someone like another hunter or whatever kill the beast or steal the tame when I was taming, I may retaliate a bit but I won't go into a flame war. I always believe in the "another day, another dollar" bit.
I mentioned this little story before but I was in a situation like this when I was holding off Mazzranache for a guildie wanting her one night, and a lowbie hunter came in and killed her. I snapped some but felt bad afterward; the guy was new, I believed, so he didn't know much. Then, two nights later, there was Mazz again, and that time was a success. My guildie got her pink bird. Course, when Mazz was attacking me, I stripped off my clothes except a tabard and a shirt to avoid losing durability while I was waiting for my guildie to brave from Durotar to Mulgore by foot. I actually felt tempted that time to tame Mazzranache of my own next time I saw her, but I just could not ditch Diego, Scorpio, or my white owl, Ariana (before Lich King).
