There doesn't seem to be any concrete information on his spawn timer unfortunately.
I found the best method to camp him was to just check in at random times, especially at off-hours.

Be forewarned that he can be killed by guards in at least one location.

I did this hunt with Snow. Your best bet is just to have friends helping you watch. A good deed repaid me when help with Dethy got me a tipoff about sewer beast
As for a timer.. I could enver find any, either. I usually go rarehunting early in the morning for me, where it's the middle of the night for my server. [It's behind me three hours] Gives em the best chance of still being up if they've spawned.
