As to account selling, it really depends on the price and how many 90s are on it. There are people that will be willing to take that risk for, say, seven 90s at $300, I'm sure. I'm also sure it will drive the price down greatly, though, making it far less profitable to the sellers.

Some new quotes from one of the leader designers, seems that $60 is indeed the final price, and I agree with the reasons he stated why.
We realised as soon as we came out with Warlords of Draenor boost to 90, we knew that there was going to be demand for more than 1. It's tremendously awkward to tell someone that you should buy two copies of the expansion just to get a second 90. That's odd. So we knew at that point we were going to have to offer it as a separate service.
In terms of the pricing, honestly a big part of that is not wanting to devalue the accomplishment of levelling. If our goal here was to sell as many boosts as possible, we could halve the price or more than that - make it $10 or something. And then hardly anyone would ever level a character again.
But levelling is something that takes dozens if not over 100 hours in many cases and people have put serious time and effort into that, and we don't want to diminish that.I am not an economist, I'm not the one setting the dollar value myself, but it's not the profit maximising price. That was not our aim here.

Is there any restrictions in place for this, or can anyone with $60 and a credit card can get a fresh lvl 90 ?
I believe if you can believe out of nothing an explosion (big bang) happened then how far fetched can god be?

Re: Account sellers (interesting topic!)
Not sure like others have said that this will put them out of business, depends what you're buying. From the sites i've browsed out of curiosity alot of the "sell" point isnt the max lvl of toons its their gear and other "rare" items such as mounts that drive the price up. If someone wants a "Scarab Lord" toon they will pay for it reguardless of how many 90's the account has. Having discontinnued titles, gear and mounts seems to draw the bigger prices also so if blizzard really wanted to drive them out of business (which i dont think is their intention anyway) they would re-instate all these things. Just my 2 cents.

No, there are no requirements.
