[I found Pepe!] Achievement?

There is basically no information about this achievement, and I find that entirely unacceptable! My Pepe needs his costume!

The Wowhead page mentions a few conversation with GMs that basically point to the fact this achievement can be done now and is somehow linked to progressing through Tanaan. Take that FWIW.

What I am curious about is if anyone has any of the 4 criteria checked off in their achievement, or know anything? If we could get a hint on how this is done, maybe we could figure it out. Too much speculation now.

Will Pepe be perched somewhere, like in a tree or on a banner randomly?
Will he appear randomly on NPCs heads?
Will Pepe be targetable or able to be interacted with?
Do you have to fight a certain NPC with Pepe on your head?
Do you have to be in a specific location and use the whistle?
Is our Pepe relevant at all?

So many questions, not enough Pepe.

Funny, MMO-Champ just posted something on that too, but only to say nobody has achieved it and they have no idea how it's done.

Maybe you need the bird whistle first. I've still not completed that as I can never find a Drov group these days.

Maybe he's hidden in other parts of the universe. Like the Viking one in Northrend and the ninja one in Pandaria. That would be insane ;)

I kinda figure its either going to randomly appear on an NPC head (since there isn't a new Pepe NPC added), or its some obscure interaction with something (kinda like how Pepe will land on K'ute).

I got around Ironbeard in Tanaan with the whistle, thinking maybe there was some interaction for the pirate costume, none that I saw.

I wonder if Blizzard would ever unveil something like this if no one ever figured it out.
