Taken from MMO-C: Characters can now change between any of their specializations at most any time for a progressive gold cost. Action bar configurations are saved for each specialization. As a result, Dual Specialization has been removed.
Players should be getting charged for swapping specs; it's not supposed to be free. I'd report the pet one though and see if it's intentional. Could be a bug with the new system.

I sincerely hope this is a bug. No reason to have you pet which you could be changing specs often with become a gold sink. My worgen huntress has one pet. A bear. I changed his spec from ferocity to tenacity A LOT! Questing he's tenacity. Raiding or anything else he's ferocity. If I have to pay 15g each time I'm going to blow through a lot of moolah in any given day.
I feel like it's a bug since they're doing a completely brand new system and was likely meant to apply to the player and not the pet. That's why I suggested reporting it.

I'm pretty sure that's a bug. I just re-specced my pet back and forth from Tenacity to Ferocity a couple times. None of them charged me gold to do so either.
Just an update to this. It is still charging me to swap pet specs, but not for my personal specs. I reported it. The cost of 15 gold to respec my pet has been staying at 15 gold every single time I swap pet specs, not increasing each time. Well beta is beta; lots of bugs.
Fear. Fear attracts the fearful. The strong. The weak. The innocent. The corrupt. Fear. Fear is my ally.
Removal of dual spec, and forced costs to change specs, will make me consider not swapping between tank/dps on my main. Unless people pay me to tank, I'm staying dps. I am NOT going to spend unnecessary gold costs. This is an incredibly stupid change, I must say.
EDIT: It should NEVER cost over 100g. If it stops at 100g or less, I may be a little less hateful. Just a little.
I advocate for immersive features that will never happen. Why do I even bother?
I also do things in WoW that maaaaay not be fully intended. Beta testing live content!
That's a really good point WerebearGuy. My DK is blood /frost dual spec right now. I mean in the grand scheme 15g isn't a lot unless you change specs often like I do on certain toon. Sometimes raid /dungeon queues take 30-45 min plus to pop on my servers. So I quest while waiting. So 15g to quest. Another 15 to raid /dungeon. Another once I'm out. More when back in. Etc Etc. Yeah no. Kind of not cool to have this kind of a gold sink. At least to me. The core amount isn't a lot but it sure as hades will add up when you're in /out of dungeons and raids.
It's going to be annoying to have to pay to switch pets to cunning each time I want to go do pvp. Especially since I can't have two beast master specs. In live, I have one for pvp and one for pve. The pvp spec has all (but one) pet specced cunning. That's not the only problem with having only one BM spec allowed, but it's the one relevant to this thread.
I can't imagine that paying to respec pets is anything more than a bug, especially since, atm, it's only one person on these forums in beta bringing it up. Another person came in and said they didn't pay for their pet.
People are talking about paying for player specs now, Xota.

I got that message too the other day, but could swear no gold was deducted when I swapped it's spec... Probably wrong and I didn't pay well enough attention though.
Actually, now it's respeccing all my pets whenever I respec one of them. So I can't have a one tenacity pet ready to go mid fight, and use cunning/ferocity the rest of the time.
I'm not sure what a good solution would be, dual BM specs worked well. Maybe if there were a way to just put checkmarks by the five pets for which spec you wanted it, and spend the cast time to change them all at once.
Pet spec swapping should be free, end of story. No other pet class (unless Warlocks and DK pets are now going to have spec trees) has this kind of penalty for their pets associated with it. Like for warlocks, if you want a tank, you summon a void walker or infernal/abyssal. If you want a DPSer, you bring out an imp, fel stalker/observer, fel guard, etc. It really needs to go, the sooner the better.
So they made us pay gold to get dual spec... now they're taking out dual spec and changing it to a paid service?
Do they not think there's enough money sinks in the game? After you respec a few times, you'll have paid more than you paid for the 'Ability' to have dual spec previously and then more and more every time after.
you're going to see the rise of 'More alts"
"Well I'm not paying $500 to respec this hunter again. I'll bring my other hunter who's marksman.
That also sort of craps all over the 'you can get multiple specs and their weapons" Thing, if they're charging you money every switch.
