Not all, Just most. I think lower level zones and Starter zones are the most likely to leave out flying, but i KNOW blizzard said flying wouldn't be available everywhere. That's just arguing details. The point is that MOST of Azeroth will be flyable, so it's really in Blizzard's best interest to not mess around with bugged players.
