He's up along the western edge of Nazjatar. I was up at the water's surface, trying to see creatures in the water, when suddenly he just.... flew by my head. He's apparently flying around in a circle up there; I snapped the screenshot after he came back again (like I hoped he would; I was afraid I was going insane).
