Make sure you're trying on the outdoor version of him, not the one inside the raid!

Go to the Helheim zone to tame him, NOT the raid. I was able to do so, and got Fenir too.

Normal mode was what worked for me to tame the serpent! And I'm not sure if it makes a difference, but I learned the cloud serpent tome on the same character I had the rep with.
